Field Marshal Program
A Field Marshal must be present at each field for each game wearing the Field Marshal vest or other distinctive clothing. If the Field Marshal is not present, the game will not start. The Referee will then inform the PTCYSA Home Team coach that a Field Marshal must be present, dressed in the appropriate attire or the game will not be played and the referee crew will leave the field. If this happens, the Center Referee is required to write and submit a game report.
  • If the game is a U-10 Recreation match the game report will be submitted to the Director of Referees. The PTCYSA Executive Committee has predetermined the Home Team losing 3-0 and the game will not be replayed.

  • If it is a U-12 or older Recreation game (inter league schedule) the game report will be submitted to the Director of Referees who will forward it to the State Recreation Committee. This committee will determine if the game is to be replayed or not.

  • If it is a Select or Junior game, the game report will be submitted to GYSA with the game lineup cards (a copy of the report should be submitted to the Director of Referees). The appropriate State Committee will determination if the game will be replayed or not.

  •  If the game is replayed the PTCYSA team will bear the cost of the referee crew and/or be prepared to travel to the visitor team’s field.

DUTIES & RESPONSIBILITES

1. Wear the designated vest or other distinctive article of clothing.

2. Assist the referees when requested. Remember, the Center Referee is responsible for the field, players, and coaches.

3. Assist the coaches in enforcing the rules of spectator conduct:

  • Disrespect for the opposing team’s players and spectators or the referees will not be tolerated.

  • Foul and abusive language, profanity, or harassment of players or referees is unacceptable behavior. Smoking and the use of noise making devices is prohibited.

  • Insure spectators: stay back at least three yards from the touch line and out of the Assistant Referee’s way, stay clear of the touch line between the corner flag and the eighteen yard extension of the penalty box, and stay clear of the area behind the goal line.

  • Alcoholic beverages will not be permitted in the general area of play.

4. If a spectator does not respond to a request from the Field Marshall that individual will be asked to leave the complex. If they do not leave, ask the referee to stop the match at an appropriate time and ask for the coach’s assistance. If this fails, remain calm, make no threats and DO NOT USE ANY TYPE OF FORCE. The game may be terminated at the Referee’s discretion and the team associated with the spectator may forfeit the match after a GYSA Discipline and Protest hearing is conducted. Police assistance should be used only as a last resort.

5. If during inclement weather the sound of thunder is heard or lightning is visible, all players, coaches and spectators must clear the fields immediately. Wait a minimum of twenty minutes after the last sound of thunder or sighting of lightning before resuming play.

6. The duties of the Field Marshall will not terminate until the referee crew has completed their post game paperwork and are prepared to leave the field.
